Nope. They aren't permit locked, so the question is - why do you think they are?
My guess is that you removed the (Advanced) Planetary Approach Suite from your ship, so you can't land on any planets. If not that then tell us why you think there is a permit lock

Or started the "Elite Dangerous" (base game) option instead of Horizons or Oddity.

Was on oddity as I prefer the hole interface and everything with oddity
Right now, no permit lock:

There is a weird occasional bug where the game claims something is permit locked when it isn't. But it's not consistent.
