Sounds like Trask is a puppet with gambling problems. Its funny since people are like "Dealine sold us out to Sirius" when goons like Trask belong to secretive groups like this.

I dunno if he's a puppet, more likely someone who would scam unsuspecting rich people out of their wealth. Definately not legit though but maybe a better fit than Delaine "if" Kumo were trying and legitimise their business, which may be his / their plan... maybe. Delaine tried before and failed iirc.

The franchise would survive, just be under new management... but what to do with Delaine. Can anarchies splinter or does Delaine become a bargain bucket? If he loses..

Yep, he's not a pirate in the old ways but still a pirate, just in his own way. I could see him trying to buy it though.
