There are three general types of permit locked areas:
  • Systems
  • Planets / Moons
  • Regions (i.e. multiple systems)
Permits are only available for systems - there are no region or planet permits at this time[3].

You can check which permits you have in the right panel of your ship - look at the Status tab and move down - one of the lower sections lists permits you have.

SUPERPOWER SYSTEM PERMITS

The Federation and Empire both contain systems that are permit locked and the permits are earned by 'ranking up' with the superpowers. This is done by earning reputation (REP) with superpower aligned factions. Once you have enough REP you will be offered a mission (on the ship mission boards, not the ones on station concourses) to obtain the next rank, and on some of these ranks you will be given system permits.

The systems are listed below - split by superpower. You can rank up with both superpowers without problems, so all permits can be unlocked.

FEDERATION SYSTEM PERMITS

Ordered by rank, so you will unlock them in this order.

SOL
Rank: Petty Officer
Benefits: Location of Engineer Colonel Bris Dekker. Hand-crafted system, some good trade route destinations. 20% discount on the Eagle at Daedalus station. Two "palm tree" stations, (M.Gorbachev and Galileo).

BETA HYDRI
Rank: Chief Petty Officer
Benefits: Edmondson High Station has 10% discount on eagle. Black Mausoleum beautiful palm tree station is also present.

VEGA
Rank: Chief Petty Officer
Benefits: Access to rare good (Slimeweed). Fort Dixon also reportedly has a palm tree station.

PLX 695
Rank: Warrant Officer

ROSS 128
Rank: Ensign

EXBEUR
Rank: Lieutenant

HORS
Rank: Post Commander

EMPIRE SYSTEM PERMITS

Gain access to these systems by ranking up with the Empire. Ordered by rank, so you will unlock them in this order.

ACHENAR
Rank: Squire
Benefits: Location of Engineer Tiana Fortune.

SUMMERLAND
Rank: Lord

FACECE
Rank: Earl

OTHER SYSTEM PERMITS

Most other systems will let you earn their permit by becoming allied with a permit vending faction (exceptions are noted with the system description). The controlling faction is not always the permit vending faction. Once you reach the required level of reputation you can take a simple mission on the mission boards for that faction (only ship missions, not on-foot in Odyssey).

You can rep up (to become allied) at any place the faction is present, but only systems within 20 light years [1] of the permit faction's home system [2] will provide the mission to get the permit. The eddb listing for a faction gives the distance from the home system next to each system. Permit missions will not show while the faction is in a conflict (War/Civil War).

Many system permits have a megaship vending the permit nearby - these are listed where known. Permit Vendor Megaships are locked to the faction to prevent player shenanigans, though any ship mission board for the faction within 20Ly can vend the permit.

Occasionally fdev will break the permit missions so that they don't appear as expected - if this happens you can do two things:
  • Report it on the issue tracker so they know it is broken - this will not get you the permit
  • Send a Support Request to ask for the permit for yourself - this will not fix the game

5-7 million credits of exploration data dumped at a station OWNED by a permit granting faction gets you to allied quickly and it is often a good use of exploration data to unlock a series of permits on return.

Similarly trade with the owning faction, or handing in bounties, or doing missions with high REP rewards will help gain access.

Odyssey surface settlements can be good for getting Allied as they will only contain missions for the single faction, so will often have more variety than multi-faction locations

Special Unlock: Scan the Listening Post in Synuefe GB-O c9-8 (this is the end of an in-game story - to follow the story start at the listening post in HIP 26176 - In Odyssey if HIP 26176 is not found correctly in the Galmap navigate instead to DM99 15.1 and look nearby). Once you have scanned the Listening Post (target it like a Nav Beacon) you will be given the HIP 22460 permit.
Benefits: access to the Overlook megaship, Fort Asch and associated lore. Also death, destruction, etc.

4 Sextantis - Note: As per FDEV support on (https://forums.frontier.co.uk/threads/updated-permit-list.122593/post-8043763), this system is deliberately unattainable. It is possible to see the permit, but ranking up to allied with the 4 Sextantis faction that gives it makes the permit mission disappear.

DRYIO FLYUAE IC-B C1-377 - Requires a "security permit"
Scheau Bli NB-O d6-1409 - Also requires a "security permit"

HIP 87621 - Requires permit to HIP 48762, which is not earnable as far as anyone knows. Note, however, that HIP 48762 is not permit locked.

LFT 509 - Requires permit, says it's federation controlled but no stations or population.

You can be told that a planet is permit locked when trying to land - this is often a game error and will be cleared after logging in again. If it stays locked, tell us :)

PLANETARY/MOON PERMIT LOCKS

There are no permits you can get to add access to any planets.

PERMIT LOCKED REGIONS

There are no permits you can get to add access to any regions.

There is one region lock you could lose, the Pilot's Federation Starter lock around Matet/Dromi etc. This was the reverse of most permits in that you started with it, and it is removed once you leave the area. It protected new players from attack in their early time, but with recent game changes you now start outside this area in HIP 97950. The only way into this area now is to have a CMDR that has remained within it.

* Several stars (just a small handful) in the Bernard's Loop Area that are NOT in the Col 70 or Horsehead Dark Region may also be permit locked. If you find any, please report it. But Bernard's Loop itself (Trapezium Sector tagged stars specifically) does not appear to have any locked systems. Similarly, not every Col 70 or Horsehead Dark Region star is locked, just a very large percentage of them. If you leave the Bernard's Loop area, you'll be more likely to find Col 70 Or Horsehead Dark region stars that are not locked.

The system mbooni is missing a benefit description.


The two most important systems are of course Sirius and Alioth, I think someone should mention this.

If you probe every planet in Osira and HIP 70373 you have enough money to obtain the permit for Sirius and Alioth very easily (by selling exploration data but only one system, not the entire page).

If you go to Synuefai EM-T d4-7 and Synuefai LM-T d4-6 you will get more money to obtain the other permits (not all of them but its a kickstarter)


My experience from many moons ago: if you get allied by selling exploration data you still must finish one normal mission to unlock the permit mission. Just selling data does not give you the permit automatically, you still have to do something.

IIRC, the Peregrina megaship was around 18ly away. I also tested the availability of the Terra Mater permit mission (unavailable beyond 20ly).
 
My memory is a little hazy. I'm sure I been in the Polaris system a few months back. It requires a permit, but I've scanned the system.
That is absolutly impossible. There was a bug with fleet carriers where you could buy exploration data from the nearby systems, which included Polaris. This is why there is a screenshot from the system map out there on the internet, but nobody has ever been in Polaris. If you claim otherwise we need to see the raw logs.

Hmm, Peregrina Gateway is < 15 Ly, you thinking of Isinor? that's over 15 (15.6 IIRC) so I was confused about whether it would work. I'll update it to 20 then - ppl will tell me us that's not true :)

You must be right, it just checked using the visited stars filter and it's red.

Is that 29 permits currently available then (including the CQC one)? Going to check if I'm missing any next time I log on.
 
Updated Mbooni info - I think this is correct from recent posts in the old thread I just remembered:

The permit is available from the faction from systems within 20 Ly of Mbooni - not the faction's home system of T Tauri. At present this is just Qarato - which only has locations accessible to Odyssey owners, so it is essentially not available using Horizons. (TBC)

Oops, brainfart there. After Peregrina I did Jotun, that's where I got the permit from a megaship about 18ly away.

I've now repeated the test I did with the Brotherhood of Terra Mater. Permit mission visible at Wolf 12 (18.69ly from Terra Mater), but not at Yen Ti (20.4ly). So it's 20ly now.
 
Update on Mbooni permit, you can obtain the permit in Qarato from Drexler Dock (propably from Worlidge Hangar too) but it's an outpost so you'll need a small/medium ship. Just got it minute ago (only got Horizons so it is possible without Odyssey).

Seems that Taurus Mining needs a megaship in Qarato, else the 2 PMF there may try to force a retreat on them.
Well, as noted they have had megaships locally, but they're all out on missions for Salvation right now. And as Taurus are mixed up with Salvation they may come to a sticky end and lose permit rights... time will tell

(Still hoping that we end up with the permit for Witch's Reach as part of the Salvation arc given that his nickname is The Witch, but who would name their secret base after themselves?)
