Not sure if I've misunderstood your question here but the anticipated requirements for each tier, based on the actual deliveries reported to Inara by players, are literally on the page. It's the most accurate prediction you can get and you don't need to work anything out, it's done for you there.

Yesterday, before I dropped my 670 Guardian Goodies the low limit for top 10% was 445..
And now it's 439 which is what you'd expect if some more players have joined in and delivered less than that, pushing the 10% threshold down slightly. It's still the most accurate estimate we can get.

Of course. My brains are mushy.. I did not even think that there must have been other commanders bringing in stuff which then made the amount of contributors go up and thus brining the top 10% down..
That's not an 'anticipated' range, that is a 'current' range... Those numbers change as the CG progresses.
There have been people on youtube in the past who have made pretty accurate predictions as to what the final ranges would be at the end of the CG... but I only saw those videos when I first started playing ED back in November. This is the first time I happen to see someone make a current CG ending prediction based on the day 1 (or 2) completion numbers...

It takes ~ 1 hour for the complete button to enable for the paints unlock..
In some very competitive CG, with higher thresholds - like top10% to win top tier of rewards - more often than not Inara cannot really predict the final results
And it's only logical since: people keep delivering till very close to the finish* and, not at last, some people stop reporting to Inara so Inara gets less accurate numbers.
*(unloading carriers in the last hours can skew final numbers by quite a margin)
