Obviously not
A plasma shotgun has a range of 7m (or 11m with the range mod) after which it loses damage due to falloff.
And then its absolute range is 200m. Which means that at 199m they do very slightly above 0 damage.

Edit: and this is if we discard the entire process of downing a Cyclops, going through 4 hearts, their high armor rating, etc.
