They probably could have a ground-only warzone CG by putting in a special rule to suppress the space CZs and making sure the participating factions were limited to that system, but I'm not sure why they would.As bounty and combat bond vouchers are the same between space and ground, it doesn't seem it would be possible to distinguish between those.
First Horizons-exclusive CG was two weeks after it released (though accompanied by a space-only bounty CG for everyone else). First Horizons-only CG week took a bit longer but definitely less than a year ... though there was Horizons-exclusive non-CG story content very quickly. I really wonder what happened to the regular "War" CGs? We used to have one each month until it suddenly stopped in February (last one was in Summerland).
Probably because of the imbalance of bonds awarded by ground vs. space CZs. Odyssey players can earn upwards of 15m per high CZ run, by far out-earning Horizons players who they are competing against. Additionally the Odyssey players have no risk of losing their bonds before they cash them in, whereas a badly timed rebuy for a Horizons player can completely wipe out everything they've collected.I really wonder what happened to the regular "War" CGs? Those were already very nice and included both space and on-foot CZ! Numbers for participation looked good on Inara also (~2000 or 3000 people).
It was the most (if not only) fun you could have with on-foot combat. The system usually had one High Intensity ground CZ were everybody gathered to do PvP.
Most of the people in our on-foot discord are complaining about this disappearance and I don't remember hearing any explanations from FDev.

Having said that, FDev will still have to tread carefully because anything seen as exclusive is sure to generate salt. Loads of it.
I don't see why it can't be both / and. For CGs revolving around a war in a system, Frontier could offer multiple CGs to support or oppose a faction. This could include space CZs, ground CZs, and even a hauling CG for things like personal weapons, landmines, etc. I think that would be pretty epic, as it would bring CMDRs of all types to the system, each doing what they like to achieve a grand goal. This assumes that Frontier has a way of averaging the outcomes of the individual CGs to determine the overall outcome of the war (perhaps just let the BGS handle that itself).And instead of ship [..]
