Is it possible to cause negative inf for a minor faction by raining dumb fire missiles down on one of their settlements?

Negative Inf is still scaled by population and countered by other players positives, but tends to get you Notoriety. If you want to damage a faction, you are probably hanging around in the system or few systems controlled by the same factions. Even a tiny bounty against the controlling faction by accident, leads to you being unable to access any facilities at stations locally until your notoriety clears, leaving you only actions that further drive your notoriety up. And as your bounty rises, so does the chance of an NPC bounty hunter being sent after you by the main faction. Its a positive feedback cycle that caps how much damage you can do locally (even though it was supposed to stop player killing). e.g. Every settlement opens fire on you once they see you, you have nowhere to repair, and if you do land 3km+ away, drive in and disable the turrets, there are still only one set of occupants to kill.
If someone else comes along and does other actions, they won't be capped and easily counter your actions.

You're better off landing, killing everyone in the settlement & taking the power regular. I can confirm doing that a few times in a day can tank a faction if nothing positive happens to them.
So I guess if I want to tank someone’s influence (not the controlling faction) murder and mayhem and theft up close in a settlement will do the trick.
Just be warned you'll eventually make Omnipol mad and when they come they will put you down if you're not prepared.
Actually, having notoriety is just "blocking" you to clear the bounties on you.
But if you "hand yourself in" to faction X, you'll go in prison but you won't stay wanted, so you beat the "anonymous access". You won't be clear with faction Y and Z, but you can rinse/repeat and you're fine (as long as you're not "wanted" of course, you'll be able to dock again).
Got Into a pickle. I got 2 ships in the bubble. A krait and a dbx. Both have been impounded! I'm stuck on foot waiting for notoriety to go to zero. Doing reactivate missions in infrastructure failure systems using apex cabs !!
Actually it's ok cos I'm limited to 1 bag full. Once I've got rid of scavengers (if present) fired up the regulator, the base is mine alone to loot!!
Makes for picking only the best mats and data.
Notoriety now 8. Gonner be a long week and alot of apexing about. Lesson learned. Don't hand yourself in cos your ships carry the bounty too. And get impounded which l did not know till now.
And no I can't even buy a ship! Tried it (inter astra) won't allow me to.
Hehe my carrier with 12 other ships is 6.5k ly away. Won't let me transfer one over either.

Listen, I think it's been 4 months that my noteriety haven't reached 0...and I don't feel like there's any wall that stops me from doing my more mundane bgs stuff. Of course, I can afford to do so. But it's nothing to get a "more advanced" player even close to bankrupt.
What is stopping you paying off the impound fees? Notoriety does not block any services.
Impounding has been and still is glitchy. If you want your ships back take an Apex Taxi to where they are at and just pay off the impounding fees. If they're at a prison ship there's two Intra Astra panels, one at the bottom right of the stairs and one at the top right of the stairs, where you can pay the impound fees and use your ships again. If you LEAVE the prison ship via Apex Taxi the game glitches out and won't allow you to pay the impound fees off this is why you must do it at the prison ship.
Are you doing it at the location the ship is docked at? If not then go there because the game is glitched and won't let you pay off impounding fees unless you're at the location.
Yes so go to them. Be there in the same place and you can pay the impound fee at Intra Astra. The only reason it'll 100% block you is if you don't have enough credits.
I've 18 billion credits. I've said I've been, in fact iam now at my home system at inter astra. And I cannot access my ship located there. My notoriety is now 8 from 10.
