Yes, there was a clear intent at the beginning to create a solo offline mode, but I don't see that in any of the pledge levels, so whether FD have failed to deliver on their promise is open to interpretation.
This is a technical decision. For a true offline mode to work, everything the servers do would need to be in the client and fully functional. That means price updates, BB board updates, reputation mechanics, etc.
It's clear that the list of server reliant mechanisms has increased over the course of development, and FD are unwilling to divert development resources into getting them into the client when there's still some doubt about whether they work properly on the server side.
Disappointing, yes. Tragic, no.
We have a great game to play, can't wait to see what else is in there.
