Yes, I am. It shows me samples, name, completed and distance.
I haven't seen anything like this either...There is a very definite "glow" which I notice more if I have a certain HDRi mode selected on my monitor. To illustrate its presence and extent I have done a severe mangle of a screenshot to really "bring it up":

It obviously isn't anything like as bad as that on screen.

Though, last night I was down in a ravine on foot, and almost back to my ship, when my whole view went white with a jagged angular line from lower left to upper right, I could still see my helmet glass effect but no hud or any terrain. I could still barely see my ship lights once I got close enough, but I must have walked past it...I couldn't see the game menu either. Had to quit to desktop, navigating the menu by memory... (esc - up - space - right - space)

The culprit could be the "Bloom" setting. It defines how strong the really bright objects like stars overglow the rest of the picture. I think this and the HDRI do not work well together...

I should realy ought tol do something different to on-foot stuff. It's very addictive though (I was going to use the word "addicting" just to annoy myself - I hate that word) and fun to boot.
I run the voice mod to it. It tells me everything as I scan it: type, value and distance to each sample. It also voice alerts me on scannable planets, signals, etc.
I get voice alerts when I FSS but maybe I have voice turned off in the xeno bio settings of Elite Observatory.
Big systems really get on my nerves sometimes.

Those worthless planets probably have precious metals buried in their substructure somewhere.
I ought to fit my fleet carrier for surface and deep mining - and yes, perhaps fracking - to reap the goodness. And make credits. Lovely credits
