Earning Merits - How to?

When I filter my galactic map to show the bubbling view, do I kill planetary Fed/Ally/Inde aligned NPCs in systems that aren't Imperial? I've been fighting on-foot conflicts in the Imperial bubble, and I haven't earned any merits yet. I am confused about how it works.
 
You have to kill powerplay ships doing powerplay things to get powerplay merits. There is no on-foot gameplay for powerplay.

I feel I've said powerplay too much.
 
So space conflict? Does it have to be in other faction's controlled zones within the colored bubbling on the galactic map?
 
Sorry, don't do power play. You're supposed to be hunting powerplay ships, they don't live in ordinary CZs. You know them by the funny labels, Aisling Guardian, Federal Agent, umm, something else. I think there might be special PP things that happen where you get lot of these ships but you'll need someone that actually PPs to help you.

Awesome thanks. I think I will go to the forum for Squadrons and find me an Imperial squadron doing that sort of stuff.
