I've gotten bounties for friendlyfire in AXCZs multiple times. Not just fines, bounties...for accidentally hitting someone with guardian shards which do very little damage to human ships. It is so common during the recent AX cgs that we've taken to reminding people frequently to turn off report...
Does that have anything to do with this?
I just fought for WPC (picked their side before battle), didn't have any friendlyfire incidents, killed all spec ops in time, won the battle, and yet my rep with them decreased. I haven't even fought once for AB yet.

So, it seems we are incurring bounties for the cruisers getting their turrets shot off by aliens. I was no where near the cruiser to have had a friendlyfire incident and yet gained 8k bounty over the course of the combat for assaulting turrets.

This is not true. The only thing that prevents friendlyfire is the smart rounds engineering; or trigger discipline. Even a turret can if another ship gets in the way.

Thats where human moderation comes to play. Every forum where I have been a moderator had this kind of clause "adminstration reserves right to ban any member who after thorough consideration is considered harmfull for forum." Regardless if said member ever really literally broke the rules.
Targeting systems in Elite can be very prone to generating friendlyfire incidents which can be made worse by FaW it used to be considered a potentially profitable (you would be contributing to more kills) but risky (you could easily get both sides hostile to you) option in Conflict Zones.

There's always edge cases. In GTA Online, even if in passive mode, people can cause environmental effects to kill you, for example, blowing up a car that you are stood next to, so the exploding car kills you.
But at least it avoids direct sources of damage.
