Why can't we all just.... get along?
I can live with the fact there's no negative rep. The only time I've ever used it was by accident. I just wish we could provide comments with our reps again. It was nice to be able to explain why you were dishing out reps without having to clog up threads or mailboxes. I guess they had to stop it because people were using it to send abusive messages to people.
REP is only incremental. Before it was also decremental. But there was probably too much personal revenge

What becomes Psykokow ? He disappeared from forums, for a long time now. Perhaps tired to be harassed ?
No, from what I understand 90% of the forum traffic was comments to the Kow.
