That's a different issue - you need to clear the previous files and redownload.

I deleted all parts and progress files, moved the exe and started upgrading via the launcher. Now I only keep getting these messages and the launcher does not even create part and progress files anymore.

Yep, updated succesfully now, did the below:
Deleted temp internet files as per https://support.frontier.co.uk/kb/faq.php?id=283
Deleted .part and .progress files as per https://support.frontier.co.uk/kb/faq.php?id=283 (these were both for the EliteDangerous64.exe).
Deleted the actual EliteDangerous64.exe
Started the client, using normal download method (not alternate)
It started slowly for the first minute then sped up to super quick speeds (for me!) of ~120 MB/s and finished in about 3 mins ... and this is on a rubish rural internet connection

Try clearing Windows' cached download files:
In some cases you may need to clear the cached files for Microsoft .Net:
- Go to the start menu and type 'Internet Options'
- Open the Internet Options dialogue
- On the General tab, under Browsing History, click Delete...
- Tick 'Temporary Internet files and website files' and 'Cookies and website data'
- Click Delete

I've tried every permutation of every 'fix' posted and still it won't bloody patch. The progress bar gets all the way to the end and then it just throws up the "Failed to read from response stream. Network connection closed." error.
