I believe It's current, loaded, max.
As Jukelo says, current mass, full load mass, and the maximum mass your thruster module can support and still move the ship.
Well, everyone has stated what they think instead of looking into the read more. The answers come from reading up on the thrusters. So, I shall post that here for any future people looking for answers. Quotes are pulled right from the game.
All of this would be fixed if they simply added some text like they did with jump range, but sadly they have not.We actually answered the OP's question correctly. You'll note the OP wasn't asking what are min, max and optimal mass as relates to the ship's thrusters, but what the "TOTAL MASS" entries at the bottom mean. As was pointed out, only the last value relates to the thrusters.

So exactly what I thought when I said the current ship set-up with nothing in it, thank you. That 1704.3 figure wasn't explained and I wanted to be sure.In the "your ship" column, I believe the first number is the "empty" mass, with your current modules installed but with no fuel or cargo. Middle is current weight, with your current fuel and cargo; and the last, as others have stated, is the maximum weight you're allowed to go with your current thruster loadout.
