4.0 Horizons: launcher is stuck on "Preparing for Update"

I'm trying to update to 4.0 Horizons through the launcher and it's been stuck at "Preparing for update" for almost an hour. The loading bar hasn't moved and I can't find any evidence that anything is actually downloading (though I do get a warning message when trying to close the launcher).

Am I missing something?

EDIT: I shut it down with task manager and tried again, and after another 20m of it being frozen it finally started patching.

I found that un-checking the "virtual cache" in the launch menu, force quitting the installer, then re-launching the installer with the "virtual cache" un-checked resolved the issue.

I had the same issue and finally I looked at running processes and noticed that when I would try installing 4.0 that my Windows Defender anti-malware process would spike. I temporarily disabled real-time protection and then I was able to install the update.

Do this. It works. I discovered this independently but would have very much appreciated this advice before I did. Kudos, Armstrongjv.
 
Another thing to try: Log out of Elite/Steam and run CCleaner on your system. It removes old and temporary files (if you allow it to). If the issue is a corrupted temporary file, it will fix it by deleting it. This has worked for me twice for updates on the exact same symptom.
 
I had to wait almost 20 minutes from clicking "update" to the first progress bar appearing and beginning to fill.
Not quite as long, but yes.
Opened the task manager and had a peek - Launcher and MS Defender were battling it out over Disk access, so I let them be. Actual update afterwards went fast and smooth. Landable planets in VR are still(?) messed up, though.
