9 Restore Missions all for the same settlement

Not sure if this is bug, but for the past few days all the restore missions at Sarafanov Vision, LHS2771 system, have been all for the same settlement.
As you can see in the screenshot, I have 5 factions selected and the mission page has 9 restore missions (for those factions, 15 total).
There are plenty of settlements in this system and surrounding systems, so was wondering if this is working as intended or if i need to move to another system for different missions?
Edit: I have completed several restore missions for this settlement and as soon as I get back the mission board is full with the new restore missions for the same settlement.

Yes I know that after i take one the rest will disappear, but the issue is that after I complete that mission, the mission board will then fill with the same settlement again. no other settlements are being selected.

That might be the case, didnt know that was a factor. Would have thought that me reactivating it would align it to the selected faction though.
Do abandoned settlements shift over time? Was trying to grind mats and was looking for specific system/settlement types.

Would you rather settlements go into a several days cooldwown to reflect how it's busy getting build up and abandoned again to generate a new support mission?

They seem to be fairly dependent on the BGS states of the factions. So, yes, and you can influence it, but it's probably easier to just find a system with the ones you want already.

If I'm not mistaken, I thought I read that FD mentioned something about the settlement missions influencing the state of that settlement not on a once-per basis, but more of a weekly aggregate basis for the BGS. So if lots of restore missions get done for a settlement, it comes back online during the tick, etc. Converse is true for shutdown or raid missions. This would allow more people to do the mission, I would think.
