It isn't a disgustingly bad system; it is a system you'd choose if you didn't understand how PowerPlay worked.
Yep, could be people who don't frequent forums thinking they're helping. Could be groups who have "sentimental" reasons to wanting that system. Could be any number of reason. Who knows who they are. It was utter confusion when cycle 2 abruptly started, wobbled a bit then stabilized thanks to Edgar and you guys with the timely posts and lists. Just have to be vigilant and try to herd cats as best as possible.

I think we can be prepared for cycle 3.
I've said this before, not sure if it was in a PM or here or reddit 
I'll repeat it.
I think our best strategy is to get a list of 10 systems out a bit before the cycle clicks over.
The list should have 5 systems that are our real prep targets and everyone can deliver as much as soon as they like.
The other 5 will be good systems we want, but may be swapped out on Friday depending on where the other Powers go, any secret plans one of our groups may have, or any negotiations we make with the other Powers.
These 5 systems should just be topped up to try to keep everything else off the list, but shouldn't be fully spammed because they might change.
The last thing I would want to happen is we list a system, someone spends millions prepping it, then we swap the target the next day, but I think there is no way a list of 10 systems we publish on Thursday will be good for the entire week.
I also think the list MUST have 10 on it from the beginning, just to make sure we get 10 on the list that are usable, none of this -14 crazyness.
If everyone who reads the reddit and the ED forums can prep the 10 systems to over 100 each ASAP hopefully this will stop the rot before it begins by having these 10 systems already listed for our players to see.

We'll need the 10 target systems right off the bat, so probably should start getting suggestions now so we know where to go as soon as the cycle starts over. Hopefully it'll prevent any more negative CC systems from getting on and clinging to the list. I know I'll be targeting Cockaigne. I think I suggested it either here or on the subreddit. Not the best, but it has some high techs in it.
just checked Peraesii and saw it is at 13215, so our buffer has increased.

My take on some of these proposed systems.
Simyr
Its an excellent system, fairly far away. We might want to wait until we have another system under our control closer to it.
The only issue I see is it being a dictatorship.
That makes it more difficult for us to expand to. It might also make it more difficult to control, the page doesn't say that but I wouldn't be surprised if thats a typo.
I'm not sure how much more difficult it would be, if its also based on distance from the capital, more than 5 times seems about right. Its next to Winters, so will constantly be undermined.
These 3: Kalana, Hip 39470, Hip 43197 are also excellent systems up in the region above us.

- Biliri. This has a good set of systems within its control sphere, has the correct government for us, and links up nicely with HIP 21778 without encroaching directly in to Patreus' territory. It also brings us close to Vodyanes, closing our territory up a bit.
