I think the important thing here is Salome's call for independent pilots - us - to fight the existing powers, set blockades, and all that.
Essentially, we're being told we don't have to play Elite like a passive videogame, where you can only ever expect scripted responses. If we strategically play the background sim - and make it clear we're doing so via things like Galnet articles - we can play it more like a pen and paper RPG, something with a real human game master controlling things and reacting to our how our actions affect the BGS.
It's basically telling us how to play to actively interact with the story.
Caveat, I might be biased given that I've been
calling for players to do just that for some time.
