A new kind of griefing?

As a Fuel Rat I can neither confirm nor deny that there have been cases of so called "aggressive refueling".

I can neither confirm nor deny, too, that there are so called "rogue fuel rats".

As we hit a all time low in terms of refuelings per day, it's well possible that some overeager "rogue fuel rats", which don't exist, used you as a involuntarily target for "aggressive refueling", which does, of course, not exist, too.

Oh noes, bored rats? I knew I should've called in the rats instead of changing the course to a star I could fuel at. Sorry about that, any non-consentual fuel limpeting is clearly my fault. I will take care of any obligations by teabagging and bluenosing.

Shame we don't have cargo limpets so people could forcibely fill my hold with cargo. Given my luck it'd be illegal cargo and I'd get nabbed by the coppers.

My take on this...

What would be really surprising is that they had made some double range "Jumponium", and then dropped THAT in your tank. Now your ship might have double range jumps!
Errr... I saw some canister with Jumponium stuff in them, today. What are these all about? Should I have pick them up? Not worried about illegal cargo, run that everywhere, but what use is it?

To the OP: Maybe trying to lay an egg or some thing; but then, I agree with the rat practise; but in this place, it could be anything.

Is there a chance that someone was hoping you had a point defence that would fire at the limpet and so gain you a fine from the station?

I have never been on either end of fuelling so I don't know if that is feasible, just thinking out loud (well into my keyboard actually).

Are you sure it wasn't an NPC? Maybe it is a new game mechanic being tested where the NPC's will recharge your shields, refill your tank and top up your cargo hold if empty?

Lol.
It could of course be a method to get some PvP. He fires a limpet at you, you think it is PvP, fire back, you become wanted and he claims the bounty.

Are you sure he wasn't spiking your drink, as it were?

Maybe after jumping your cockpit fills up with obnoxious fumes and when you wake up your cargo bay is empty.

I am not sure, but I think there was a time when limpets caused damage to other ships. I am sure I read it somewhere and I think it was fuel limpets. Maybe that was the motive?
