A non-engineered ships ONLY, Open mode private group? Ideas?

In light of cheating, the general dislike of grinding for engineering mats and ship imbalance, anyone interested in forming an exclusively non-engineered ship Open mode Private Group with me?

EDIT : I had thought banning Horizons may help with cheating but I was mistaken. It wouldn't. Also below are my primary motivations for trying this experiment.

1. I am interested in forming this private group mainly to foster more organic and non grindy PvP. I think most of the peeps attracted to such a private group are those who have had enough of engineering and the imbalance that came with engineering.

2. In addition, new PvPers could get combat experience without having to collect materials first.

3. I am also hoping that PvE players would join us because their survivability in a trade stock ship vs a combat stock ship would increase significantly.

Just brainstorming for now.

We could ban Horizons if the non engineering rule would be too difficult to monitor? Is that even possible? Just brainstorming for now....

The key words here are "engineering rule would be too difficult to monitor". Though one may be able to "ban horizons" on a pc, it's not at all possible on an console.

We could exclude console users from the no Horizons rule.... In fact the no Horizons rule could be probationary only for PC users. After an agreed upon time, if the Commander shows good faith, they would be allowed to use Horizons so they could land on planets.
 
banning horizons will not prevent people from using engineered ships. that has to be monitored manually. but thats doable imho even if 1000 people or more would be in this PG some day.

Avoiding AI NPCs should not be that much of any issue to a more experienced Commander, but thanks for reminding me of that. Personally, I actually like the challenge of taking on engineered NPCs in a stock ship.

I also edited the OP to better explain my motivations. Thanks for your input!
