You can use pulse disruptors/module targeting to stop them from high-waking, but nothing stops them from logging out.
That is why people consider the 15s log a cheat.
Piracy remains possible due to other players being willing to be pirated who then play along with the pirate. NPCs don't get a choice - they remain available for piracy.
It remains to be seen what Frontier will do, if anything, regarding the delay on exit while "in danger" (given that it has been in the game for a long time now).
On a much more basic level, we are all told to "play the game how you want to" - not "play the game how others want you to". Players who require others to engage with for their particular choice of gameplay will always be at risk of not finding others who want to participate in that particular playstyle.
