I assume your first language is not English..? The 'or else' at the end of the title comes across as a threat. In English we say 'do this or else' with the else implying some sort of bad outcome. I think it should have been from Png, Jpg or other.
However, to your point.
I agree, it seems like such an oversight not to have allowed people to import from file. Its not like it can be due to concerns over explicit content, its a single player game.
I would also like support for SVG graphics this would mean the in race position scoreboard on the left would not make logos look very pixilated.

Nice idea, but here are some of the problems that you would need to solve:
1) The image would need to exist on every player's PC for them to be able to see it. This would mean that it would need adding to the installation files or be downloaded when you entered an instance.
2) Where would the images be stored? Who would pay for that storage? On the server, or uploaded temporarily to the server by the creator and the downloaded to the PC of each of the other player's in the instance.
3) How would you stop the idiots of the world creating pornographic, racist, sexist, rude etc images?
4) How would you prevent copyright infringements?
5) Why would FDev develop a system that would enable 'free' decals instead of spending Arx on their decals?

Ah, I'm a wally. Should have read the forum properly, this is F1, not ED. Never mind I'm sure mode of the comments still apply.
For that thing, I was thinking about Steam-Workshop... Lots of Games do that... You can Share and Download the Images from there and use it in the Game. Steam already looks at the Content, which gets posted. Lots of People in the Community can Flag unapropriate stuff and like that you can remove then, just with the proper People online.
Plus to remove all inappropriate stuff is impossible. You can type in a Teamname... You can modify Saves to play in a complete other universe with other Teams and Teamnames.
And for Copyright, there are nowadays so many tools, you can even say, we do that behind a small paywall to put that in the game or get that pack for implementing...

This is a single player game, sorry to say, literally none of your points would matter.
