Most Commanders who enjoy port defence have noticed the problem—most inhabited Alerts get stopped, only very few systems proceed to Invasion, then only those who are able to rush to those ports on Thursday and Friday actually get a chance to defend anything before all of them are complete. While it is true that the cycle after next looks like it may yield a few Invasions (week 30 to begin 22nd June 3309), the present course has a chance of yielding zero Invasions next cycle (week 29 to begin 15th June 3309).
Now that we have a new notion of Control systems being targeted for recapture, I think this provides an opportunity to keep port defence alive. Whether automatically or as a result of Commander actions, a quite enjoyable change would be for a port in a targeted Control system to become active again, and fall under immediate Thargoid attack. Doubtless things may need adjusting to respond to the extra war activity, but either way it would ensure that a very popular scenario is available more often!
At minimum the existing port defence scenario would serve, though there may be an opportunity to add a bit of flavour to produce a Control system variation, such as limited capacity for repair and restock until Commanders progress the zone a bit more.
