Well, your account was banned
If your new steam account is using a different email address, eventually a different payment method then you should be able to play the game.
Basically you're just another customer.

However, if you break the rules again, you will be banned again.

Also... posting here is not going to do you any good, especially if the account you created here can be tracked to the newer steam account that you intend to buy the game again

Well technically you can, unless you use the same email address and name you signed up with originally. The ban is on the user, not the account, so if you make a different account using a different username and email address unless you actually tell them you were banned you should be ok to go.......wait a minute, you already did!
