As for the ARC ships - I would consider the fact that these ruins are obvious outposts. ARC ship would not settle on a world without an atmosphere and create a settlement 200x200m.
Unless the worlds lost atmosphere and all other traces of ruins due to some very thorough and massive orbital bombardment. Which is possible due to the known hints but not clear enough to pursue as of yet IMO.

Thats assuming that their religious system would be anything like your idea of it were you the supreme priest. :-D But we have no idea of how they expressed beliefs neither hierarchy nor what they considered holy... cities are not likely to be holy given the known facts.

And what if the ability to redo the mission again and again and again is actualy another bug ?

I doubt it's a bug. It's fine. If they were to crack down on "exploits" then this would be at the bottom of the list because of the time/money ratio. There are much better ways of making cash.

The timer on the Ram Tah mission is to mark how long it will be before the "Ancient technology adapts to the cypher". (I.E 4 weeks)
Cashing in the mission and getting it again will Reset the timer and upload a fresh code to your Ship.
So its not so much of a Glitch but Intended until we gather All of the Information from the Ruins and then the timer will probably end or become Fixed.
As soon as Ram Tah receives that 109th Email I expect the timer to come to an end.

I understand your point of view. By the way, we can have an agreement on the fact that Ram Tah mentioned the time critical aspect of the mission in his message

x) Elle sont bloqué pour tout le monde, les système à Permit sont des système bloquer pour tout le monde et il y en a certains que tu peux débloquer avec des Sous faction ^^, ou certains cas par exemple en étant Elite, Mais il y a aussi les cas spécial les Regions qui sont des zone fermer par Frontier dans lesquels d'après MR David Braben ils travaillent dedans pour les prochaines mise à jour ,
Those are closed for everybody, these Permits system are here and closed for anyone who dont have the access. Some of them can be unlocked with a certain REP with a Minor Faction, or in some case can be unlocked for exemple if you are Elite. There is also another type of permit which is Region, those are supposedly (Said by MR David Braben) here for the future update of the game

What I was replying to was the fact that you could cash the mission in and re-take it, not that the mission itself was not bugged. Open/pg is bugged and I suspect solo is also bugged now. getting extra decodes was not intended, being able to re-take the mission was.
While I can appreciate that this is most definitely a bug, it'd be nice if they fixed the whole solo/pg/open dealio before they remove this. While Open/PG may be revealing more than it should, whatever mechanism is meant to unlock more obelisks clearly doesn't work in solo :/
Had i not "refreshed" the mission, I'd have something like 4 days left on the timer, with no sign of a fix.

he did say that but re-docking getting the mission again doesn't mean we are getting the same code.
yes and this is what they answer to me "What I was replying to was the fact that you could cash the mission in and re-take it" its not an intended feature. I asked them about the fact that you are able to handle the missions whenever you want, anytime, and get the reward every time. and then repeat this process.
This is consider as an exploit, and I'm not gonna go too far into this.
