Government Type has next to no influence on mission type generation. The only time this matters is for Anarchy factions, which seem to operate on their own list which includes smuggling, piracy and powerplant destruction; no other government types offer these, and other non-anarchy types pretty much run off the same playbook, save for flavour text changes.

Another point I'd add is:

16) Only one side seems to get conflict-state missions when in War or a foreign Election (civil war and elections between two domestic factions seem ok?)

I'm not sure I agree, the mission variety in an Anarchy led by a dictatorship or anarchist is very different from that in Sol, for example, boom missionsn aside. But I'll take your word for it and make the change.

As for your new point, again I can't say I've observed it, but I'll add it anyway.

I think you're confusing Anarchy (security status) with Anarchy (Government Type).

RE: The last point, it was reported as fixed in patch notes, but I've seen it still not working since then. Just remembered i need to re-bugreport it.

EDIT: For example, below picture of an Anarchy Government-type faction , in a Boom state.

Missions like "Covert Economic Acquisition" and "Sneak in X units" will *never* spawn for any other faction type, only Anarchy factions.
All other government types, save some flavour text, will have very similar types.

After the recent patch, I noticed the navy missions are more frequent, and was getting offered one per board with controlling factions that I am friendly with.

To be very picky, only for "criminal" factions. It is possible - though rare - to have a criminal faction that is not an Anarchy (there are two that I know of in Colonia, one player, one NPC ... no idea how many there are in the Sol bubble)
 
Just quickly on the mission points on first post:


Point 1: as far as I can see these aren't fixed in all circumstances then. In Aditi this afternoon all looks good initially. Boom data to system next door, a few Colonia ones there too, no problem. I head back to Shinrarta and return, my boards have changed from being 'normal' to all going to Colonia. Will look through a few bug reports I submitted and see if those systems previously reported appear ok or not.


Point 3: Aditi offered the first long range (493 LY) ones I've seen since 2.4.0 dropped and I've been looking. These either became Colonia ones, or had been replaced with Colonia ones when I arrived back in the Cutter. Even more maddening today was that they were there in my ASP, I change to a large ship, go back and they're gone.


All other missions in Aditi for me are now once again LOTS of Donation and Mining missions (1-2 planetary scans are still there)


Similar story with regards to mission offerings in other systems I've been to. Today's the first time however that I have actually seen a good board turn to crap within an hour of re-visiting.

I cannot accept missions that say I need "Founders or Elite Rank". Although I am not a Founder I do have the rank of Elite. Apparently the "or" may be in error.

I feel sheepish as I found the problem and it was me. You'd think I just started playing this game!!!!!

I find this point annoying:
3) Follow on missions should not have acceptance requirements (e.g faction standing friendly or allied), or cargo rewards.

In particular if i return to the station because of the message in my inbox, just to find a lucrative follow up mission i cannot accept. This happens with 50% of all missions where i have neutral or cordial rep with.

I would also add that mission payout should be balanced around risk and effort. A mission that requires me to be at a particular timeframe in a particular system to find a particular ship and steal some goods from this ship is much more effort than the average hauling/sourcing/scanning mission. If the system is high security and the target not wanted, the risk of such a mission to fail is very high, and there is even considerable risk of ship destruction. Such missions should pay way more than now (at least a factor 5 increase).
 
Another issue:

- Prior to 2.4, mission boards were "overloaded"; that is, you would see 8 missions appear, you'd take some, leave and return to the mission board (staying logged in all the time) and new missions would be there, which was a happy medium of mission generation. Once 2.4 landed this seemed to stop because the boards had a healthy 20-odd per faction. After that was rolled back to pre-2.4 levels of missions, it seems the "overloading" hasn't been put back either.

If you're in colonia, do you mind sending a screenshot of a non-anarchy faction offering these sorts of missions?
