General All that work....for this garbage?

There should be some system in place for determining what the station will have before making the commitment to build the thing, a major rework to determining what the station has to buy once completed, or some benefit for building around a ringed planet, SOMETHING for the starting port at the very least, reason why i say this is below.

I claimed this system because it looked pretty cool and i scanned the rings of the planet before hand its got a lot of high value materials....,

...but after 18 days of running cargo to this place for a TIER THREE STATION which is god awful to build with 4 people (250,000-ish units, roughly 325 trips with a maxed out Type 9 / Imperial Cutter) THIS is all it has to offer? SERIOUSLY?! Does it get better after a week or two? does it gain anything?

this is atrocious for how much work it took to make this thing, its orbiting a 3,143 Earth masses gas giant with pristine reserves in the rings

where is the reward for making these things? i can't even use it to help build other things in my own system. I can't sell any of the listed materials from its rings to the station...like what's the point?

Thats no way to talk about Elite Dangerous. I am sure there is a reason why I would like to but no longer play it. ED is like having a full time job envious of all the activities in one life so consumes it.

There is. It says it has a Colony economy when you select it for building, and a Colony economy it now has.

There is also documentation in the Pilots' Handbook which says how to convert Colony economies into other types, by building nearby structures orbiting/on the surface of the same body.

Unfortunately for you - I'm sorry - the answer looking at your system map is "don't build it there to start with": gas giants don't have surface slots for obvious reasons and it doesn't appear to have any other orbital slots either, so until/unless some hypothetical future expansion in a few decades adds gas giant upper atmosphere constructions, or Frontier make a significant and backward-incompatible way to how economies are determined which will probably break as many stations as it fixes (they did one a couple of weeks ago, but that was an accident), you're stuck with the Colony economy.

i don't have a choice where to build the starting port, which also needs changed to allow selecting a starting slot of your own

Hey don't forget that whopping 40k credits a month you got in exchange for almost half a billion in resources manually delivered by hand.
