Alliance Call-to-Action: Independent Detention Centre Deployed in the Coalsack Nebula (Lore & Gameplay)

*Alliance Detention Centre
this would make more sense, typo :)

Gameplay:
Currently, the distance between the nearest Detention Centre & the Coalsack Nebula is approximately 354.84 LY. This creates a bit of a multi-faceted problem.

- If you are in a highly engineered bounty hunter, and you accidentally bump into or nuke the incorrect ship by prematurely firing upon them before the scan is complete, you will be hit with a bounty. On average most combat vessels are not capable of a long jump range, making the journey quite tedious at 20+ jumps. I believe the inclusion of a new Detention Centre, closer to the inhabited systems, would be an immediate solution to this minor issue.

- If you are interested in simply being a pirate, then this distance would greatly impact the motivation to continue. Most player pirates enjoy the bounty label, and wish to avoid the detention centre wherever possible. However, once a pirate enters the re-buy screen they are transported to that distance prison. As an inter-species advocate I do not agree with piracy in the Nebulae because it could potentially lead to further Thargoid escalation, but its only fair that I mention this.

Lore:
As YTEC continues to investigate the Non-Hostile behavior of the Thargoid population local to the Coalsack, and what exactly triggers hostility, a concerning paradox has been unearthed. When traveling to Non-Human Signal Sources, particularly threat level 4, we've observed humans provoking Thargoid Scout encounters on numerous occasions. The signal will be labeled with a faction and economy state. Encounters in this scenario will typically contain a member of system security, alongside a wanted pirate or clean transport vessel. Local comms indicate that they are on a 'secret mission' and that 'other transports must clear the cordon'. Shortly after, numerous Thargoid Scouts will arrive. We have no clue what business the Alliance has with such affairs, be we heavily encourage the Alliance Assembly to convene and deal with these matters as soon as possible. There could be malcontents within the Alliance Expeditionary Pact, and the Alliance Vanguard Crew, but that is pure speculation until we are able to receive an explanation.

This behavior indicates there is Thargoid technology, or Thargoid personnel being transported behind closed doors. Manifest Scans suggest that there are no commodities onboard, despite the pilot's description. This behavior is consistent across all of the Nebulae, for years, according to our veteran partners. We uphold the belief that pirates are not only escalating tensions in the Nebulae by harvesting Thargoid Artifacts, they are being protected by malcontents within system security. Prior to the Invasion, this was not as severe due to how the Thargoids appeared to perceived it.

The recent escalation in the California Nebula suggests that the Thargoids are no longer 'patient' about such activities. To preserve their public image, the Kumo Council built their own AX militia to fight a population which was not interested in fighting, only preserving their assets. As we continue to fight an eight-front war in the Core systems, pirates are in the Nebulae creating long-term problems for the Alliance, and her partners. We must invest our resources into Inter-species negotiation as soon as possible, seeking to understand our neighbors rather than slaughter them. Thargoids in the Nebulae exhibit radically different behavior than the Thargoids in the Core systems. What one will label as a 'menace' another views as 'defense'
. The first step would be to rapidly increase system security, whilst introducing a new Detention Centre for extra housing capacity. Much like the Thargoids, we must also extinguish our patience in such severe circumstances.

This does not absolve Sirius Corporation's subsidiary, Sirius Atmospherics, from responsibility. We've observed an increase in 'skirmish' type conflict across the Nebulae between Sirius Atmospherics and Alliance-based factions. Particularly in systems where Alliance megaships are located. Our most recent encounter was near a Hercules Class Bulk Megaship in Coalsack Sector VU-O b6-6, where the Alliance Expeditionary Pact retains control. On top of this, the bulk of our encounters with 'wanted' ships includes the Sirius Atmospherics faction label. Such actions are detrimental not only to Inter-species relations, but to the Sirius-Alliance pact itself. The Sirius Corporation does not seem interested in reigning in their subsidiary.

Directed To Prime Minister Edmund Mahon Himself,
Prime Minister Mahon, I come before you not as an Alliance-based faction, but as a representative of YKE Technologies with a critical message that demands your immediate attention. The situation in the Coalsack Nebula is dire, and we believe that the Alliance must take swift action to regain control of this region while avoiding AX activities. Our goal is not just to restore order in the area, but also to pave the way for long-term inter-species diplomacy, a strategy that has never been attempted before. The Coalsack Nebula is our last remaining uninterrupted frontier for peaceful negotiations, and we believe that the long-term benefits for Humanity and the Thargoids would be immeasurable. We understand that you have acknowledged our previous efforts in the California Nebula, and we are grateful for that. However, we do not come to you with arrogance, but with a sincere and urgent request. We believe that the Alliance's best interests, as well as the interests of our partners and the Thargoids themselves, are at stake.

It is true that YKE Technologies is an independent entity, but we are convinced that our proposal to regain control of the Coalsack Nebula would serve the greater good. We have no evidence to suggest that an AX response is necessary, and even members of the Alliance Expeditionary Pact have reported that the recent incursion was largely non-hostile. Piracy is the main concern, as factions with no vested interest in the region are exploiting the situation for their own gain whilst escalating tension in the process. It has created a 'ticking time bomb' which will inevitably detonate, resulting in yet another war-front for us to fight. In the spirit of the Alliance's founding principles and the legacies of Mic Turner and Meredith Argent, we urge you to consider our proposal and take action without delay. The future the Coalsack Nebula depends on it. Thank you for your attention.
