Allow conversion of tier 3 build points to tier 2

Please allow us to convert our tier 3 points to tier 2 points when we are doing colonization. I play with my kids and we do not have the time, energy, and would go completely out of our mind with boredom building a tier 3 station because of the amount of hauling it would take (we like combat as our go to have fun activity). Instead we would love to be able to take those tier 3 points that we are earning by building tier 2 assets and continue to build tier 2 stations.

I don't know what the right mixture is if one tier 3 is worth two tier 2s or if it's a one-to-one trade but it would be nice.

I'm in favor of this. I'm in a system left with 1 T3 point, 1 T2 point and two orbital construction slots. Because the latter are in asteroid belts around suns, they're not suitable for any construction but Asteroid Base. So despite having slots, I can't build that asteroid base because there's no space to place other T1 stations to earn T2 points. Conversion from T3 to T2 at a ratio of either 1:3 or 1:2 would allow me to build an asteroid base and not be salty about there being no info in the documentation that you can't build anything but asteroid base in asteroid belts (honestly, why though?).
