Am I able to play a park downloaded from the steam workshop as a custom scenario?

I downloaded a park from the steam workshop that isn't currently a scenario. I am trying to play it as a custom scenario but cannot find a way to do this. Is it possible?

Yes.

Open it, then save it as a save of your own. Then you can open it in the scenario editor.
