I see allot of tears here. Is it 'nice' what this pilot is doing? No, not really, but keep in mind that you are playing in a possibly hostile environment. The fact that hostility's can take place inside a station is actually kind of cool. You can go a couple of directions with this. One is to to nerf everything to crap which actually doesn't benefit anyone except the ones that don't do anything that involves combat. Sounds rather boring to me to be honest. There should also the option to band together and shoot this guy to his maker yourselves and help station security in that way. Right now you'll likely get shot yourselves, but that is where the real limitation is. The fact that this is possible without too much impact is more due to game mechanics being limited. You can be ready with you reports for bans and stuff, but honestly that's not a good advertisement for a game that wants to deliver a cutthroat galaxy where you actually really can cut throats. It's the mechanics around hostility's and what YOU can do about it that really need a change here.
The true limitation is that you can't manually hire guns in the form of other players to protect you with a contract mechanic or simply by paying them credits and not only this. Where's the factions fleet/armada for protection when this happens? One of their outposts is under serious attack and this is only one ship. What if there's a small fleet of these in or outside a station? Now this is where things really can get exiting. For example there could be a form of an alert system for faction pilots on the map that they are notified of a station or outpost in distress. In my eyes this could be a whole new form of close quarters combat which can involve everyone.
