Animal welfare should go up while in quarantine

Animals is quarantine are being cared for and having all their needs met. Therefore, their welfare should go up. I currently have 45 low welfare/welfare has attracted protesters alerts for a group of sick lemurs, all of which are in quarantine or being treated and whose welfare will not go back up until they are returned to their habitat. The PETA idiots are protesting an empty habitat.

I think the issue is there's not enough space, no enrichment and no terrain or natural items, so there's nothing to code in the welfare increasing. Of course, Frontier could code it so that welfare in quarantine would be a static 100%. maybe that's an option?

I think jcp011c hit on it. The quarantine cages would be very small, the animal would be isolated (bad for social species), and they wouldn't have most of the enrichment items. They might handle it for a while, but I suspect most animals would be pretty stressed after a while in such a space.
