Annoying System Security ship behavior - Hostile towards me yet I have no bounties

I've been doing some bounty hunting / combat xp combat in high-res zones (I'm aware there are potentially better places but I have my reasons)
I only attack Wanted ships, and I have no galaxy-wide bounties at all.

Lately I've noticed that occasionally one or two system security ships will become hostile towards me, despite that I haven't attacked them - I had no fines for that either. It just happened to me a few minutes ago, and I think I figured it out:

When I'm fighting I tend to try and stay close range, sometimes ram the Wanted ship too. But when I'm that close, it seems sometimes the sys security ships that are also attacking the Wanted ship hit me instead. If that happens enough they eventually show up red on my radar.

At first I thought the game was just marking them as "ships that have attacked you" - but no, these ships will then start to fire on me after the Wanted ship is destroyed. Screenshot for proof:

I have no bounties or fines on me. I can jump out and back in to reset the instance and the new system security ships are not hostile to me, so it's definitely not some hidden bounty or something. I literally just get in the way of their shots, by accident, and they decide to start attacking me. I can't even retaliate because if I do, THEN I get a bounty. Despite them attacking me first.

Has anyone else encountered this? Is this a known bug with a ticket on the bug tracker I can go vote for - or worse, is this a "feature"?
 
It's been going on for as long as I remember tbh. You can sometimes wing a copper and they will go red, but you get no fines. They used to be zero tolerance but that was relaxed in the ai I think.

It also happens that they get bored (only reason known) and go for you just for a bit of fun.

It's annoying, but as long as you don't fire back you just have to leave. Fighters will cause it often if you use them, but that's just because they are designed to be a pita!
 
I frequently encounter this bug in Odyssey and Horizons since I'm always doing bounty hunting with system security ships (it's fun until they bug out). It's probably my least favorite bug in this game, and I'm not really sure how it happens.

Recently, the system security ships dropped into my instance because I was fighting a wanted mission target ship (I had report crimes against me on), and they turned hostile and started helping the pirate destroy me. I'm assuming they fired at me while the wanted ship was manovering around me, but the fight had just started and I had to jump out.

What's odd is that system security can also become hostile towards each other after they've destroyed a wanted ship.

*I recently noticed a wing of system security ships fighting each other and wanted to see if I could agro them by getting in their line of fire. I tried positioning my ship between their shots, and even though they were hitting me a lot, they never became hostile towards me - they even stopped shooting when I was in their way.

I see several tickets in the issue tracker between the Odyssey Alpha and sometime back in April 2019, but they've all expired. I'm not sure if FDev knows about this or not, but it might help if someone tells a community manager so that they can help out...how do we ping them?

I noticed this long time ago, but I learned to be careful and to not shoot at wanted ship when security ships are nearby my line of fire. Sometimes they fly so stupid, it looks like they want to protect pirate! And if you use any turret weapons, than there is big chance to accidentally hit one of them.

Is it potentially because you are hostile (reputation) to that faction? Security and military vessels are default- hostile to you when you have hostile rep... and that can be achieved without ever becoming wanted (in fact, being wanted does not cause any ship to be default- hostile to you)

I'm not, I'm allied with the systems main faction. And I've been scanned by system security a lot when I drop in, they do not become immediately hostile. As I mentioned in my op, I believe it's because I get in their line of fire and they repeatedly hit me, on accident. Which then triggers them to want to kill me for some reason.

I know you were asking someone else, but to also reply for my op: No I have no turreted weapons, only gimballed.

Also if a NPC does get in my line of fire, they'll send a message about watching my weapons or that they're not the enemy or something like that.
If I do it repeatedly, I get a Fine. If I shoot them while targeting them, I get a Bounty.

I had neither fines nor bounties in the case I described above.

But for real: If I attack an NPC that has no bounties, I'm also being a . But I also GET a bounty for doing that (in non-anarchy systems anyway). The system security ships that were attacking me, a no-bounty-ship, do not get a bounty. And I'm not allowed to retaliate, because then I would get a bounty.

I ran into a similar situation before. I got bounties but not in the system I was in. A NPC bounty hunter interdicted and hit me first, so NPC get wanted. Then local police jumped in and helped me defeated NPC bounty hunter. After that, local police force start attacking me. Guess they doing part time bounty hunting when there is a chance haha.

Ha, but the difference is: when I got attacked by the NPC, I had no bounties anywhere in the galaxy.

Nope. I haven't been using turrets for a while and I usually have them set to "target only" or "forward fire".

I have a feeling if turrets were set to "fire at will" whenever the system security turns hostile, the turrets might try to shoot them, which would place a bounty on the ship using turrets. At least, that's what my fighters do if they aren't set to "maintain formation" whenever the system security turns hostile.

This sequence of events just happened to me:

1. I'm in a fight with a Wanted ship, I apparently got shot by a few Sys Security ships.
2. Again, despite having no galaxy-wide bounty or any fines, they turned hostile.
3. And then, to top it off, one of the Sys Security ships rammed into me, which somehow caused ME to get a bounty! Despite the fact that I was still targeting the Wanted ship!

I now have to go find the nearest IF. Unless this is some sort of "feature" where ole security decides they want to frame you for a bounty, this is an incredibly annoying bug!
