Anti-Xeno Non-combat...into Occupied Space...suggestion for FDev...

If there are players who enjoy smuggling or other nefarious abilities, I have a suggestion for FDev. What about the ability to accept missions sneaking into Thargoid Space, restarting abandoned settlements and/or repairing outposts and eventually, getting Stations back? Could this be a back-door way to take Thargoid-occupied Systems? Once the settlements in a system are restarted and begin to be re-populated (most likely on a very reduced scale and in lock-down mode, or something similar), then outposts and Stations can be brought back on-line at a later time.
This opens up a variety of new gameplay loops for guerilla warfare without adding much extra in the way of game mechanics (perhaps a new system state or states is all that's needed). This suggestion is meant to be a method for retaking lost territory by individual Commanders who dislike the more hard core combat-oriented activities against Xenos, or those who haven't modified with the latest and greatest Tech. It might be interesting to have The Consortium or other criminal factions focus on this kind of thing and work under the Thargoid 'radar' for their own gain, as well.
 
You know I thought that might be a thing but didn't get far from my ship before the scouts showed up and ships aren't as impressive on the ground.
