I know that , at present, it is not possible to swap core and optional internals from pre built ships to other owned in your fleet...but are there any plans to allow this feature to be utilised from one pre built/purchased ship to another pre built/purchased..?

High level you are getting free rebuy and lower transfer cost for the prebuilt modules, and you're asking to get more value out of them by making them transferrable. That's the only benefit since you can always buy/engineer the same or better modules except then you have to pay the rebuy cost. I don't think it helps the game much and increases the noise of anti-pay-to-win commanders for little benefit.
I doubt there are any such plans.
What would be the benefit of being able to do it other than trying to avoid the nominal rebuy?
I suppose the advantage is having the engineered module available for other ships if you didn't have the engineer unlocked. I believe the T-9 has g5 dirty drive thrusters for example.
Not that I'd agree with doing that- the Arx payment was for a ship, not for an engineering jumpstart on multiple ships.
