Any word on fixing grenade spam and near impossible to kill NPC's in FPS missions, regardless of level?

This is a rule for FPS combat in general, especially when you're outnumbered.

Not really. The NPCs shoot very poorly, even the more elite ones. Most of the time you can just use cover (even minimal cover) and pick them off quickly. The exception is sharpshooters, but their shots can be sidestepped very easily - and even they tend to just hit even minimal cover.

Anyways, the issue here isn't the difficulty of grenade spamming NPCs (which isn't high) or tactics versus them (which is well known). It is that there is a very weird disconnect between their ability shoot rifles / handguns and their ability to throw grenades. Especially in open terrain this makes the FPS combat feel like a comical match of dodgeball rather than a cool fight with futuristic weaponry.
