Anyone else have a sluggish FSS in 4.0?

Finally being forced to play in 4.0 so I can't ignore it's problems. Does anyone else have sluggish FSS navigation with a controller or is this something I can fix?

To reproduce:
Go into the FSS scanner.
Move the controller stick up/down/left/right.
Move the controller stick in any diagonal.
Mix the two above steps.

Results:
In 3.8/Legacy, this is perfect. Movement up/down/left/right/diagonal feels perfectly easy and fluid no matter which direction I choose to move the cursor.

In 4.0/Live, up/down/left/right move speedily along, but as soon as the diagonal gets more than maybe 10 degrees off a straight X/Y direction, it slows down. It feels like my cursor is dragging through molasses and it makes my skin crawl. As an explorer, this is a major problem.

Switching to 4.0 (and back after less than an hour) gave no hint of binding problems or control changes. Moving back to 3.8 and it's smooth again. In 4.0, an absolute nightmare. Everything else, including flight and other menus such as the System Map, don't give any hint of a difference in performance, although it's possible its subtle enough that I haven't noticed it in other menus. I use a Steam controller through Steam.

My assumption is someone changed the X/Y combination math to round down like some wargamer trying to balance movement across a grid and it's just as awful. If there's a problem on my end, it must be software since its isolated to the 4.0/Live engine.

Is there a setting to fix this?
 
Haven't noticed it myself, however I use the joystick hat control to move around. It slows down when moving over objects but otherwise it moves the same everywhere.
 
I use the mouse with the FSS, so it's just rapid point and click. Left click to zoom in, right click to zoom out.
 
The FSS and DSS movement speed is tied to frame rate. Yes, seriously.
See if you can crank up the sensitivity in the options.
 
I had this issue with a generic xbox controller. I recently got a Zen Pro controller(also called a kingkong2) and it lets me adjust the analog and trigger sensitivity and I can speed it up from there. Thats the only way I've seen to make the controller as quick as a mouse.
