So I bought the commanders pack to be clear. game+DLC+ ship skin pack x3 . 1st my ship skins are not there, I'm going to recheck the ship skin pack today hopefully it is now there as I know xbox was having some problems the other day with access and horizons was not working. On a bigger note, my main problem is I cant name my ships and MY FILTERS FOR TECH BROKER HUMAN BROKER AND RAW AND ENCODED TRADERS ARE NOT WORKING. As a player that does not use the internet while they play this is a HUGE issue for me .. black market and such seem to work just fine.

Regarding ship skins, make sure you switch to one of ships that have the skins included in the commander pack ther restart the game

Apparently there is a bug regarding renamig of ships that was supposedly resolved - might still be an issue

Thanks for the reply any ideas about the filters in the galaxy map tabs ?
Also I noticed two days ago I saw the option to rename my ship so I sat at the starport thinking of a name finally thought of one and went back into livery and it was gone again
it's been gone since. I will throw in a ticket I did switch to one of the ships and restart the game but it was last week sometime when horizons was not working, as stated will check again tonight when online if it hasn't sorted itself out I will post a ticket about that also thank you for that link
I am not sure about Tech Brokers but the Material Traders only show up in the filters if you have been there – stupid I know! You would think we have a materials trader directory in 3305?! So the best way to find them is using an external website www.inara.cz

Commanders Pack wasn't available during GPP when I started playing ED so not positive how the paintjobs work from the CmdrPack. Maybe you have to get them from the store but they're free. That will require use of the internet - but not to play the game per se.

I'm sitting at ross 490 . it has a broker and a trader .. nothing showing on my filter
as for inara that site is so confusing I can't figure out how to use it to find things lol

May take time for your game instance to update. Relog and you should see them. If not, submit a bug or support ticket with pics/vids.

Stick with it 'cuz it's a great tool.
Others have answered most your questions but regarding ship naming, that has beeen broken for a good while now on xbox. You just have to catch the game on a good time after the game has had it's morning coffee or something. Basically every single time you stop at a station, check ship livery and see if the game wants to cooperate. Rarely once in awhile it will actually let you name the ship, but the vast majority of the time it won't. For real that is all you can do, just constantly check livery and when the stars align it will let you change the name of the ship.

yup ive figured out everything but the filters still are not working . I can sit at the traders adn brokers and look on the filters and they are nowhere to be found .. the names were exactly as you said I just caught them randomly aand was able to name my ships.
Inara Nearest... How To:
1) Click Galaxy (Top Row), Systems and Stations (Leftmost column), Nearest
2) Enter your location in Search Near Star System (upper right), as in start writing the System name and select the name offered by the search box
3) Click Search
4) Under Nearest... (Central top) select your search interest. Lets say Technology Broker (click it)
Now the site will list all the stations/systems that have Tech brokers sorted by distance from your location while also mentioning what type of tech broker (human/guardian).
Pretty neat.
Now, i agree that this information should be attainable in game using the galaxy map filters, the fact that you didn't previously visited those systems should not matter.
The info regarding Services locations should be common knowledge
