It's the exact same as land creatures. Aviary Creatures work the same way too. You select a base color for the skin and a pattern color. So yes, the theoretical 84 skin combos applies to your Mosasaurus and other marine creatures.
I imagine it works the same way as it would with the other animals in the game. You get to choose a base skin color, one pattern and a color for that pattern.
