Eloquent response. ...It could just be regular Kumo riff raff operating under protection of a Delaine exploited/control system.
Either Kumo transports are piloted by Kumo regulars or Imperial citizens are forced to work in them (and there should be defections/sabotage to illustrate this).

Regular Kumos ARE the people of the system. We don't have a nest somewhere hatching them.
Maybe they like our ways and hang onto their Imperial tag out of birthrights, habit or tradition :)
Stop with your silly stuff about evil. This is not some western where goodies wear white hats and baddies wear black hats. Our hats are made of the same patchy, grey fabric as yours. (Ours are worn at a jaunty angle though and look amazingly cool.)

If changing their tag in your mind eases your conscience about murdering them then ok, but don't preach to us about evil :p
 
Hey, I'm fortifying Comanga now and here is a tip:

Rilley station, buy cheap narcotics and sell them to the "Seeking goods" T9s sitting right next (about 30mM) the station for about 2000c/T profit.

Do this while waiting for the timer to tick or/and fast-tracking.

I've never understood how to sell to the "seeking goods" how is it done?

You drop in their wake, fly close to them. Then, magical Handwavium will take your cargo and award you credits on the spot :D

If you have the goods they're looking for, of course.

By the way, if you steal marked slaves from Kumo Crew transport vessels, would they count if you bring them to Harma?

PS: trying to find a fun/cheap way to fortify...

I don't see why not, but if you kill the ships instead of pirating them you will lose merits.
