Are G5 Plasma’s / Bill Turner bugged? Can’t G5 them.

I have fully upgraded medium and large G4 PA’s and have the mats for a G5 upgrade but it’s telling me that I have zero upgrade options and need to upgrade more with Bill Turner to unlock the next grade.

I’m remote engineering.

Is this a bug?

Are you Rank 5 with Bill Turner? If not, then you won't be able to apply G5 upgrades to your modules. Keep in mind that Remote Engineering doesn't increase rank with the respective Engineer when you generate modifications.

I’m at G4 and he says “buy modifications to unlock next grade” but if I’ve completed all mods on my current loadout what am I meant to do: buy a load more things for him to engineer, that I don’t need, wasting mats, in order to G5 unlock him?

If you are Rank 4 with Bill Turner, then yes: you will have to visit his base in Alioth and craft a few more modifications there to rank him up to Rank 5. It doesn't have to be PA modifications - any of his mods will do. For reference, here is the INARA page for Bill Turner that lists his mods: https://inara.cz/galaxy-engineer/19/

All grades will contribute some progress to ranking him up to Rank 5, but the higher grades will be more effective. As he also does Sensor upgrades to G5, I'd suggest crafting some of those mods if you can. If not, try heading to a Material Trader and trade for the materials you need.

Cool, this answers a question I had. (also made me double check; thought I was Rank 4 with an engineer but turns out I'm only Rank 3, and just wasted a bunch of G3 upgrades in the remote workshop XD)
