I mined 10 osmium only to realize marsha hicks is in frickin colonia. Now I guess I'll get bromelite for Bill Turner. So wheres the best place to get the bromelite?

Bromellite hotspots, which you can find in pristine icy rings. They aren't especially rare, double and triples are but they aren't necessary for fast mining, you shoud be able to knock out the 50 or whatever it is that he needs in no time in a single hotspot. Easiest way is to use eddb, search for pristine reserves and icy rings and scan your closest few rings, you'll find a bromellite hotspot in the first few you check for sure.
Edit: Or check out the triple hotspot mentioned above, as long as that one is still there after the last loot table changes which changed the hotspot distribution. I'm really not sure it's worth bothering flying 400ly outside the bubble there to just mine 50 tons though.

Bromellite hotspots are usually full of Low Temperature Diamonds, FDev love to troll us.

Do I need to do fissure mining for these? I dropped in with lasers and the amount im getting in each fragment seems very low
Bromellite (and virtually anything found in icy rings) will show lower amounts than you'd expect to see from resources in say metallic rings. There just aren't as much, certainly when laser mining.
I've been mining bromellite this week - in a single hotspot I'd expect to pick up 50 units in maybe 15 minutes and have done so this week without any problems at all. I can't speak for anybody else's experiences but this situation in which players above are saying 'impossibru!' to finding it is not one that I recognise from current actual experience at all.
Maybe that's a problem they're having with LTDs, in which case maybe they're underestimating the amount by which FDev altered the resource falloff away from the centre of LTD hotspots in their last tweak, but I haven't been mining LTDs - I was mining bromellite. K Olley's experience matches my own currently and indeed my experience going back some time with this.

Might try asking a few experience miners for some advice.
LTD's can be found in LTD hotspots with prospector limpets, but the amounts are not great, better going for a mixed load, laser anything with a reasonable amount (10%+) of Bromellite and Tritium as well.
250 - 300t mixed return from 500 limpets, of that maybe 80t of LTD's, you will make more on your Bromellite and Tritium but the LTD's make a nice bonus.
