It only works outdoors. For indoor work, you want noise suppression, but do you need it for non atmospheric planets? After all, no atmosphere means no sound, right?

Atmospheres in EDO are thin enough that they practically wouldn't carry sound so anywhere we can land would indeed be rather quiet. But as with the rest of the game, gameplay trumps realism and the handwavium explanation is that suits have built-in speakers to simulate a soundscape, just like ships do. Hence why it's called masking for outdoors and why it is necessary if suppressing sounds is the goal.

Sidenote: During alpha the game glitched on me and stopped playing sound effects. And it was awesome! Hardly playable anymore but mah immurshun got cranked up to 11. :D

It's called audio masking because it's masking the audio, not the sound.

That means, our suit simulate sound (like our ships do in space) and this modification masks the output/detection to stop other suits simulating a sound from it.

So, it's more of a signal jammer.

So yes, still needed in none atmospheric environments

Low gravity and tenuous atmospheres in EDO are for flavor only, they're simulated to a tenuous degree. FD likely didn't want to deal with the complexity of trying to create an FPS that operates under actual low gravity/atmosphere conditions as they have zero experience in FPS to begin with, and were shooting for broadening ED's appeal. I'm sure making such an FPS is possible but it would take some really smart game design to make it work, which is one of FD's weaknesses.
 
Think about the simulated noises we hear like the camera shutter sound on a phone.

Seemingly unnecessary but it's there because it serves two purposes - 1) Audio feedback for us that something has happened, and 2) Alerts others around us that something has happened.
 
Sniper rifle is usually used outdoors from distance.
Noise suppressor is less useful on sniper rifle than shotgun.

Stealth = 1 hit or double tap kill (dont give enemy chance to fire):
G5 Shotgun for all level shield up NPC, fast draw and ADS, close range -> indoor
G5 Plasma handgun for level 1~3 shield down NPC, fast draw and ADS, close to middle range, scoped can play similar role of rifle in door or outdoor mid range -> indoor / outdoor
G5 Plasma sniper rifle for all level shield down NPC, slow draw and ADS, long range -> outdoor

All other hit scan weapons are much more risky when carrying out stealth operation. Enemy will have chance to fire their weapon and compromise the stealth situation.

Sniper riffle with both silencers + steady shoot without ADS + reload speed.
Works just for everything. Works for maverik suit and missions. Works for ground CZ. Yes, I mean it. Didn't use pistol yet :D - have no idea why is it there at all.

Notority is not a problem if you ride APEX. I'm always at 10 now but that won't stop my grinding.
I dont hip fire sniper rifle. My 2 are: scope + greater range + audio masking + stability / magzine. All mid / close range coverage are handled by plasma handgun.
You have to try G5 plasma handgun, that is the only handgun worthy modification.

For CZ, I use hitscan weapons only. G5 rifle or smgs with extend mag and stowed reload.

Well, Maverik can have 1 weapon. You don't really know what range will be in settlement. So double silence rifle + hip works at any range. On CZ it is cool too, soldiers can't figure where from it comes. They don't respond because cannot detect me.

Not really for me but I think different ppl play in different style.
To me, average ground raid for mat grind. CZ for combat bonds.
In CZ the key is no longer avoid detection or cut lockers for mats but kill as many as possible. In a high CZ the average earning per 2 rounds should cover at least 1 week carrier upkeep. You don't kill fast (ammo, reload, hit rate matters) your teammate will get them and reduce your earning.
I mod hit scans in pairs for CZ and never use plasma primary weapons there. Probably it is because I play this game with XBO controller.

What team-mate? :D ... I earn 4-5 mils per CZ won, using rifle as I said + rocket launcher, without mods yet. With all mods for ammo/reload I think i will be doing 6 mils.
For now my launcher is at 40% effectiveness I think.

I meant NPC at your side. It's good to know launcher works in CZ. I'm grinding pair of them trying to get a set that can continously fired 6 rounds before reload.
The average onfoot earning in high cz is around 6.5 each round to me. If you are on mouse keyboard 4~5mil with less mod gear is expected.
 
..or somebody takes objects instead hunting for kills :p ...have a habit for that since team vs team "objective pvp"

I usually grind mats by robbing 2 adjunction ground sites back and forth riding APEX until they fall hostile.
Connection here is not very stable and game breaks disconnected when objective fulfulled. I got screwed up everytime when game fail cobra after mission critical items already applied. So I have to kill :devilish:, or doing fetch missions (if disconnected I still can redo it and each time I fail disconnected I would also "fetch" power regulators there :devilish:)

Ask anyone who has spent time on the international Space Station. It's pretty noisy and takes getting used to. In Elite you are in a space ship or in a buggy or on a station. It will be noisy! Even when on a planet with your helmet on...it could get noisy from the suit hardware and your own breath. Now take your helmet off "in actual space" in Elite and let us know what you hear :) And remember...those Thargoid sounds you are heaing...it's them projecting the sound telepathically to dirupt thier enemies. Everyone knows that !
