I'm going to preface this by stating that the Black out / Red Out mechanic already exists in the game. You can already become unconscious etc.. it's not a new feature, just effectively disabled currently by making trigger limits nearly outside of the limits of anything in the game.
My suggestion is to apply the mechanic to collisions. The high G forces experienced with a smaller ship collides with a much larger one or one of nearly equivalent mass if going in the opposite direction should potentially trigger a blackout if the g force is great enough to either pilot.
This would cause players who utilize ramming in combat to really strategize the technique as it could very well back fire on them. It also gives larger and usually non-combative ships an edge to either escape or destroy their attacker without introducing anything synthetic into the game like magic police responses or more fines/bounties.
