I doubt either one of the aformentioned groups will respond, as it is likely against comapany policy, if not, then common sense. If they give an answer, then it kind of sets up a precedent. I think the official line would be "no" but if you bought a copy of the game and didn't use the same account name/cmdr name, you could play again, just don't make a big case of it, nor wave a flag I R GET BANNED, or it'll happen again. Also, don't do what you did again to get banned, although maybe they can track an IP address/NIC card address or CPU identifier? No clue if they are that advanced.
Long and short of it is your original account is likely gone, less you can appeal it.
Edit, IF you do this, you probably shouldn't get it on the same platform you had it before. If you had it on steam, don't get it there, as I bet they can track that and do. Buy it from Epic or get it as a stand alone copy from Frontier. I really have no clue, this is just stuff that strikes as VERY LIKELY.
