Horizons Barnacles, Tottaly a star chart. just don't know how to read it.

I believe there are three different levels of possibility for reading this star chart:

1: "Nano" scale: The central barnacle represents the center of the galaxy and each spikes represent an important system of the chart. This could mean several different charts.
2: "Micro" scale: The chart is made of the barnacles around a planet. This has the issue of finding a reference point and needing to make sure we found them all. This could mean several different charts.
3: "Macro" scale: The chart is made of the systems containing barnacles. Each system containing barnacles is a dot on the chart and their positioning is relative to each other. This would mean a central chart.

I find the number 3 possibility the most likely.
