Newcomer / Intro Being hit by NPC's mining laser, doesn't make them Wanted

When I shoot at the police I get the Wanted status immediately, but when a NPC miner shoots at me with a constant mining beam, he gets no Wanted, it's unfair .
I know, I failed, I just wished this guy to become hostile so I could kill him easily, so I intentionally broke his line of fire .

Than I met a famous guy . I wonder can we meet some more of these characters, like Wladimir Putin or George W Bush?
Edit. Ok I get it, my mistake, it wasn't David but Mr Animus called his ship with David's name, I'm tired .

I have no idea, I havent's tried with mining laser in combat yet. But I read that mining laser should do some very low damage.
"Despite being able to cut into asteroids, Mining Lasers are very ineffective in combat, suffering from a short maximum range, low damage output, and low armour penetration.".

I've recently tested that. Two shots with double class 2 rails required to make not targeted npc hostile. Pretty good turned aggro to fix "all ships in combat zones became red!!!".
