Currently using an i5 9600k with 16gb of ram at 3000hz with a RTX2070. my system can handle 4k at ~ 55 fps with every setting maxed, and VR with maxed settings... (super sampling is 1.0 HMD quality is also 1.0)
from everything I've read on the topic, if you're pushing high refreshes (above 60hz) and/or high resolution (above 1080p) then it would be smart to invest in the best cpu in your budget then save up again to upgrade the GPU. Maybe by that time the 3080's will be back in stock, because they're priced the same as the 2080's !
