They haven't said how long 3 will last. My guess was "what better way to test out pvp balance than to have them rewarded for hunting and killing each other?" YMMV
Also if it is a couple of days at the end of beta it will likely fill in the dead air between beta finishing and 2.1 going live

Hopefuly its just that but the fact that its a phase of itself makes me worry that it will be a decent chunk of time. And even though you can get bounties in PVE the whole phase is going to disrupt game play as a whole it feels like.

So that little drone will instantly shut down the massive shields and drives of an Anaconda when they bump into them?
I mean I see what the general angle is here. Together with the targetting changes, you want to prevent people using their ships to attack skimmers, making them untargettable would mean you could still fly very low and ram them.
But all of this reveals a deeper problem: the extreme power difference between ships and ground objects (e.g. skimmers). But I'd rather see other solutions than giving skimmers magical super-powered explosions (although the change doesn't even say whether it only occurs when the skimmer is destroyed in the collision). After all, if skimmers have that effect, the logical question is why isn't whatever inside the skimmer triggers this used as an actual weapon? Why is there, basically, not a gun that shoots projectiles filled with "skimmer stuff" that immediately disables shields and engines on any ship in a single hit?
If you really want a hard limitation to ramming skimmers with your ship, then just make them immune to collision damage from ships instead. That's easier to swallow than shields and engines magically deactivating.
