Horizons Beta 1.8?

Since FD released ED 2.3 beta access, I now have the following options in my launcher:

ELITE DANGEROUS: HORIZONS [64 BIT]
ELITE DANGEROUS [32 BIT]
ELITE DANGEROUS [64 BIT]
ELITE DANGEROUS: ARENA [64 BIT]
ELITE DANGEROUS - COMMANDERS BETA [1.8] - 32 BIT
ELITE DANGEROUS - COMMANDERS BETA [1.8] - 64 BIT
SINGLE PLAYER COMBAT TRAINING

I downloaded the 1.8 64 bit beta but, many of the 2.3 features are not available due to my *NOT* having horizons. To be honest, i wasn't expecting ANY 2.3 access but, this 1.8 access has me entirely confused. A friend has mentioned this is merely an access 'bug' but, I was wondering if anyone else has this issue and, if so, is there an explanation?.

1.8 is the update that is being supplied for the base game Elite: Dangerous.

Every release brings some improvements to the base game for everyone to have access to.
